most folks Do Download, these days,
but having said that, it was the option for some N00Bs to get up & running, quickly.

most likely, it would pay to use the current version of MX-18,
& also use the 64 bit version, as you may wish to install other software, like another Web Browser,
- - even though you machine is fairly low specc ..
and ditch the Windows System - completely.

it used to be shift-F10 would activate the Menu Bar, but with recent trending, the Menu Bar is often hidden in most Modern Browsers, & that in itself, is an PiTA, for some of us. you still can 'activate' the Menu Bar, but you now do have to search for, that option. & it may even dissapear completely...

yeah - do use the FF ESR on certain PCs,
even though it's not as easy to install an *.deb file would be.
- do have the Install / Upgrade done pat, though.

it is really that simple, but what's the reason that you need to re-install win-7 ?.
& you really should, think about shifting to win-10, if you must use the Windows System.

both the MX project and the anti-X project, do use the xfce desktop, by default.

both are also independent of each other, although there is some cross- collaboration being used.
& thus they are both another Linux-distribution like Ubuntu, Knoppix are also.
