Better advice can be obtained if you will post the Quick System Info, from the menu after booting the LiveUSB on the Dell. Assuming you have a connection.

Good advice from Figueroa.

Installation is not realized by

sudo apt update && sudo apt full-upgrade
but rather
use the installer option from the menu, or
from a terminal from a LiveUSB:
