ACP>Users and Groups>Manage Groups>Banned>Members>Add Users. Then in Manage Users enter the username and Select Form Groups. Make the Banned group the default for the user. I also remove them from Newly Registered users and Registered Users. It was easier when we had one click ban in the users profile.

EDIT: For others reading this, the ACP is only available to administrators.

Banning is not done without cause. Spamming on the forum as well as multiple listings on spam information sites will trigger a ban.
