mx-panel-orientation & mx-default look - fails depending on locale

Additional Information: 

mx-panel-orientation and mx-defaultlooks will fail to flip panel with some non-english locales.  Fix is relatively simple and I'll have it up and sent to Tim tonight.

fixed now.  mx-panel-orientation should come down in regular updates for mx-15 users.  mx-defautlook is still mx16 only just because mx-defaultlook doesn't exist in mx15 .
